After a week on the road talking with the Water Board, some California contractors, the news media and some local enforcement we have come up with a Technical Bulletin for ALL contractors in California.
The Water Board gave an across the board exemption for health and safety cleaning, but would not give us specific definitions of what health and safety was, but rather left it to us to decide in good faith what contaminants need to be cleaned for health and safety.
It is pretty simple. The contaminants listed in the technical bulletin are well known health and safety contaminants and situations.
Local authorities also have leeway to make their own restrictions. We thought it best to go straight to the state and document the state restrictions to make them available to pull out of the truck should there be any enforcement contacts to help stave off any tickets or fines that don't follow the state restrictions.
Here is the Technical Bulletin. Keep this in your truck and show it to anyone who thinks what we are cleaning might be illegal. Keep in mind cleaning for aesthetic reasons alone is PROHIBITED during this nine month restriction. Just don't do it. However, if there are contaminants that are health and safety related, go ahead, you should have no problems.
This Technical Bulletin is free to download for ALL California Power Washing contractors whether they are members of the UAMCC or not or even if they are members of other orgs. We are all in this together. When it comes to Droughts, Environmental, or Safety issues the well being of the contractors comes first.

Print out a bunch of copies of this brochure. It will help with enforcement and help with anyone who comes up and thinks you are wasting water. No matter what state you are in, this brochure can help when droughts occur. They cost about 70 cents each at office max or you can print your own if you have access to a color printer. They look best with 60# or heavier paper.
